About Us

The Staff Development Organisation (SDO) is a key department in the Office of the Prime Minister, Malta. It is responsible for training and human resource development policy in the Public Service.

The SDO came into being in July 1990 and derives its original mandate from the reports of the Public Service Reform Commission which also dwelt on training and development issues.

The SDO's offices are situated at:  3, Castille Place, Valletta.

The Staff Development Organisation is headed by Ms Joanna Genovese, who joined the Public Service in 1990. She served at the Department of Trade before moving to the Office of the Prime Minister in 1996. In 1999, she was appointed Assistant Director in charge of the Charter Support Unit, which was the unit responsible for the Quality Service Charter initiative and the charters launched in Government departments.  Ms Genovese was appointed Director of the Staff Development Organisation within the Office of the Prime Minister in April 2002.
