Manual on Staff Development in the Public Service

Foreword

This manual is an update of the provisions related to training and supersedes the provisions of Section 10 of Estacode. It also incorporates recent policy directives concerning staff training and development and provides guidelines on the approval of local or overseas external training. This approval has now been delegated almost entirely to Permanent Secretaries.

This manual complements the decentralisation of HR Management and Development which is now underway in the Public Service, and which is being driven by the Management and Personnel Office. The role of the Staff Development Organisation (SDO) is to support this strategy through initiatives such as this manual which will serve as a reference to officials across the Public Service.

The SDO is also committing itself to monitor the decentralisation process and give advice where necessary. Above all, this manual and the directives contained in the circular should help to rationalise external training on the basis of strategy, priorities, and training needs identification.

This will require careful planning and consultations with all senior officials within the ministry. The Corporate Services Directors will play a prominent role in this process. They will also need to consult the SDO in issuing internal circulars and in identifying areas requiring external training.

This manual is meant to be as user-friendly as possible. Its launch, however, will be followed by a series of workshops.
